Universitas Gadjah Mada International Forum for Inclusive and Sustainable Development in the Southeast Asia, Latin America, and the Caribbean (SEA-LAC) Region
Background
After the global political and economic turmoil that have waxed and waned in recent years, a rebuilding and reconfiguration of stability and progress is needed in the two regions that are highly affected due to their interconnected nature. The recent global crises have shown the weakness of existing systems and the gaps needed to be filled in order to rebuild stronger.
Based on that background, the Universitas Gadjah Mada International Forum for Inclusive and Sustainable Development in the Southeast Asia, Latin America, and the Caribbean (SEA-LAC) Region sought to explore key issues and challenges faced by countries and societies in both regions, endeavoring an inclusive and sustainable development while aspiring various dimensions of the long-awaited attainment of “South-South and Triangular Cooperation (SSTC)” scheme. The SSTC scheme has both multilateral and inter-regional elements. The WTO and UNCTAD initiatives linking trade and environmental issues–with regards in particular to circular economy principles and practices recently–represent efforts toward multilateral understanding for concerted global collaboration in achieving SDGs and Paris Agreement commitments. The UGM International Forum for Inclusive and Sustainable Development will have two agendas: Circular Economy Week and 2nd FEALAC Academic Forum.
First, The UGM International Forum for Inclusive and Sustainable Development will explore best practices of the circular economy for the advancement of inclusive and sustainable development. This agenda, named the Circular Economy Week, will conjoin an expo, interactive discussion, and art performances from circular economy practitioners––particularly the Indonesia Consortium for Circular Economy (ICCE)––businesses, public figures, academicians, and civil society to create a lively dialogue about how existing best-practices of circular economy can and will move us to a better trajectory of development.
Second, The UGM International Forum for Inclusive and Sustainable Development will also provide the 2nd FEALAC (Forum for South East Asia-Latin America Cooperation) Academic Dialogue Forum for theoretical discussions regarding how the idea of an inclusive and sustainable development can be fulfilled through SSTC scheme between Southeast Asia and Latin America & the Caribbean region. The SEA-LAC Academic Forum––which focuses on promoting better understanding of both regions through political and economic dialogue in various areas––has been a major catalyst for an inter-regional cooperation platform parallel to the SSTC scheme. The discussion will invite students, academicians, and relevant institutions to come together and build a discourse regarding three sub-themes: political development agenda, climate and education, as well as digital incorporation to industrial development.

- The WTO Chairs Programme (WCP) Circular Economy Week
KEY THEME
Showcasing Practices and Ideas of Circular Economy to Forge Knowledge Co-Production on International Trade and Sustainability Linkages in Developing Countries
BACKGROUND
Through its Chairs Programme, the World Trade Organization (WTO) is fostering research, training and outreach activities of relevance to governmental policy makers and other stakeholders at universities in developing countries and least developing countries. With support from the WCP donors, 12 Chairs from universities in Argentina, Brazil, Barbados, Chile, China, Indonesia, Jordan, Kenya, Mauritius, Mexico, Morocco and Turkey have received funding. Indonesia (under the Center for World Trade Studies UGM) has been a Chair with the WCP since its first phase was launched in 2010. For this special call, the Chair implemented a project focused on expanding and promoting knowledge co-production in developing countries on the linkages of the WTO, international trade policy, and the circular economy from regional and subnational perspectives.

Circular Economy Week is a trade expo for circular economy practitioners of the Indonesia Consortium for Circular Economy (ICCE), facilitated by the Center for World Studies UGM. This exhibition aims to show the general public the efforts and good practices of the circular economy in order to actualize sustainable development.

- Movie Screening Representing Southeast Asia, Latin America, and the Caribbean Socioeconomic Conditions
The event takes the form of a movie screening produced in either Southeast Asia, Latin America, or the Caribbean region, which will be followed by a movie discussion regarding the substance. Continuing the sub-themes discussed for the 2nd FEALAC SEALAC Academic Dialogue Forum, this event will seek to convey messages about the political development landscape and/or digital transformation conditions in the region, but with a more popular and, hopefully, down-to-earth packaging.

- Talk Show Regarding Climate Issues
Circular Economy Week talk show will invite speakers specializing in environmental issues and collective movements to tackle climate change. The talk show will be accompanied by creative and interesting performances from the speakers aimed at internalizing ecological values and the climate change movement in accordance with the circular economy concept.

- Redefining the South-South Triangular Cooperation in the Post-Pandemic Development
- Exploring Issues and Dimensions of South-South and Triangular Cooperation (SSTC) Scheme in Southeast Asia, Latin America, and the Caribbean
BACKGROUND
The 2nd FEALAC (Forum for East Asia-Latin America Cooperation) Southeast Asia, Latin America, and the Caribbean (SEA-LAC) Academic Dialogue Forum is a hybrid forum that aims to promote a better understanding of inter-regional issues of Southeast Asia and Latin America & the Caribbean through an academic dialogue and foster academic cooperation between scholars. Almost 40 scholars from Latin America and the Caribbean (Argentina, Chile, Colombia, Costa Rica, Cuba, Mexico, Peru, Uruguay, Venezuela) and from Southeast Asia (the Philippines, Indonesia, Malaysia, Thailand and Vietnam) are expected to participate. The proposed topics are: historical relations between countries of the two regions; teaching languages experiences; academic cooperation; economic studies of regional integration processes and trade relations; analysis of the regional political dynamics.
Among the expected outcomes of the academic forum is the elaboration of a policy-oriented statement that mentions the challenges and opportunities, as well as recommendations and good practices, to improve academic cooperation and internationalization policies between universities in the respective regions. This forum also wishes to nurture the knowledge of trade and investments flows acceleration in both regions through paradiplomacy, which involves the role of governments at sub-national level, and track II diplomacy, which involves the role of non-governmental actors.

- Contemporary Political Development in Responding Demands in Post-Pandemic World
This theme seeks a fruitful discussion on how SEA-LAC will leverage the pitfalls of autocratic governance that the pandemic has revealed by creating meaningful alliances and people-to-people initiatives, challenging the ever-growing autocratic narratives, and proposing a well-rounded vision for political development agenda in post-pandemic societies.

- Transforming Climate Movement Through Education
This theme seeks to look further on how the grassroot communities in urban, rural, and/or remote areas address and contribute to the climate discourse through community-led resilience initiatives. Furthermore, it puts into consideration the roles of education in shaping agency, increasing capacity for self-organization, sharing knowledge, and encouraging transformative learning between multiple community stakeholders that advocate for systemic, participatory and structural solutions to mitigate the climate crisis impacts.

- Reconfiguring Trajectories of Industrial Development through Digital Incorporation
Among other things, digitalization has taken a prominent role in the efforts of overcoming the hardships caused by the pandemic. Industry adaptations of digital technology raise prospects and concerns on how development might affect people. The question of inclusivity and accessibility still lingers. There is a need for a shift in how development is pursued that benefits the whole of society, especially those previously marginalized from it, and also making it sustainable to mitigate further environmental collapse.

Redefining the South-South Triangular Cooperation in the Post-Pandemic Development
The pandemic has shown the weakness of previous systems and made clear that a change in trajectories is necessary in development. Southeast Asia, Latin America, and the Caribbean regions need to adapt development agendas to be more inclusive in benefits and sustainable in practice. The post pandemic has provided momentum for change. However, how should such a vision be achieved?
The 2nd FEALAC (Forum for South East Asia-Latin America Cooperation) Southeast Asia, Latin America, and the Caribbean (SEA-LAC) Academic Dialogue Forum is a hybrid forum that attempts to start the discussion around these issues by inviting scholars of the regions to gather and utilize digital platforms to build connections. Almost 40 scholars from Latin America and the Caribbean (Argentina, Chile, Colombia, Costa Rica, Cuba, Mexico, Peru, Uruguay, Venezuela) and Southeast Asia (the Philippines, Indonesia, Malaysia, Thailand and Vietnam) are expected to participate. This event follows the 1st FEALAC SEA-LAC Academic Dialogue Forum, which was previously chaired by Argentina and was held online. This year, Indonesia is selected as the chair of the 2nd FEALAC SEA-LAC Academic Dialogue Forum that will be hosted offline and online by Universitas Gadjah Mada on 5-9 December 2022 in Yogyakarta.
